Flat? graduated? Illinoisans to vote in November on changing state's income tax system.

When: tonight, 7 p.m. to 8:30 p.m.
Where: Evanston Public Library, main branch, Community Meeting Room.
What: Kathy Tate-Bradish of the League of Women Voters- Evanston will explain the Illinois Fair Tax Amendment--which will appear on the ballot next November--and answer questions about it.
The flat tax rate has been part of the state’s constitution since 1970. But in a historic move this past May, the House voted 73-44 to let voters decide whether to amend the constitution to allow for the graduated rate, under which high earners would pay more.
